VA Conducts Bloggers Roundtable over GI Bill Problems

This morning I participated in a blogger round table call with the Department of Veterans' Affairs. On the call to address our concerns were Assistant Secretary of Veterans' Affairs Tammy Duckworth, Deputy Director of Education Services Lynn Nelson, and Director of of New Media Brandon Friedman.

First off, all of the VA staff on the call noted that the processing goal for GI Bill benefits is 25 days. Currently, the average is 35 days. The Secretary and Directors on the call all noted that this is unacceptable and indicated measures they are taking to fix the problem.  This weekend alone, VA will have 900 employees working 3000 hours of overtime to process GI Bill claims.

The Department expressed extreme regret over not effectively communicating with Veterans on what to expect with GI Bill processing. They are preparing a "Survival Guide" document for the Spring 2010 and future semesters. The VA is promising that future semesters will run smoother, now that the Department knows what to expect.

Also, some schools are waiting to submit Certifications of Enrollment until after the add/drop deadline at that particular school. There is no requirement to do this. Speak with your school's VA representative if they are practicing this, and inform them that this is not a requirement.

Now that the nuts and bolts of the call are out of the way, I'll opine.

As acknowledged by the VA staff on the call, what has happened with the implementation of the new GI Bill is with out a doubt unacceptable. The bright spot here is that the Department is taking proactive steps to fix the problem. The level of action in the bureaucracy and the outreach the Department is conducting with Veterans groups to communicate the problems and what they are doing to correct them is something I doubt we would have seen at the VA a year ago. Acknowledging their inadequacies and doing everything within the power of the Department to correct them is all we can ask for at this moment, and that is exactly what is happening.

Of course, were going to continue to keep them honest and ensure that the changes they're making are enough. At this point they've admitted fault, acknowledged shortcomings, and moved to fix it.  It's been a long while since we've seen an Administration agency actually do that.

3 hours and 20 minutes each are going to make a dent in the backlog. Sounds like a real overwhelming force. Will they even get another 60,000 checks in the mail?

Tell Brandon that we need an after action report on Monday.

So, tell me where is the hang up? How long does it take to determine eligibility? Don't they have direct access to a data base with service dates?

Sounds like they haven't communicated very well with the schools or the Vets. And screw a survival guide, get the checks in the mail.
They need a new system.


Can't they hire a couple of out-of-work Lehman Bros (0.00 / 0)
programmers to write a program that can perform quick benefit certs and transfer of funds. This whole process should just be  data entry tasks.

Seems to me the VA is stuck with FAIL systems.

Just the VA, and you can visit the Congressional Records to see who has obstructed, while also looking at the growth of the defense budgets {on budget or off but none going to the VA as that's separate}, updating the systems to keep up with the technology growth or even advancing as the government was the main source of technology advancement at one time.

The present problems, though the Updated GI Bill wasn't added till recently, wonder why, oh ya Nothing Was Upgraded Nor Fully Funded Nor Even Mentioned, "Reed is closing soon!", as the country started cheering on two occupations, not by the previous admin, nor those congresses, nor the public {to busy buying magnetic ribbons and laughing at 'purple heart bandages', and.......................}, sit smack dab in the laps of the citizens of this country and those they hire to represent them while they complain {teabag} about their small, tiny, contributions and sacrifices? as they have all along!!!!!!
